The Minister of Finance and Economic Affairs, Seedy Keita, has presented a draft budget of approximately D52.9 billion for the 2025 fiscal year to the Gambian National Assembly for approval. This follows an approved expenditure of D42 billion for 2024, with D21 billion spent in 2023.
To facilitate discussions, members of Parliament are participating in a pre-budget retreat from November 16 to 18, after which committees will engage in budget deliberations with ministries and stakeholders from November 19 to 23.
The government plans to generate D29 billion in revenue for the 2025 fiscal year, with D21 billion expected from taxes and D7.9 billion from non-tax sources. Additionally, over D15 billion in budget support is anticipated for various projects and programs.
The draft budget’s presentation sparked debate as Minority Leader Hon. Alhagie S. Darboe challenged its constitutionality, citing its late submission, which falls short of the 60-day requirement under the amended 1997 Constitution. His motion was countered by Deputy Speaker Hon. Seedy S.K. Njie, leading to a ruling by the Speaker.
In defense, Minister Keita explained that delays were caused by ongoing discussions with donors and adjustments related to proposed salary increases. Following deliberations, the Speaker required the Minister to apologize for the delay. Minister Keita complied, allowing the session to proceed with the presentation of the 2025 budget estimates.
The National Assembly now faces the task of reviewing and approving the proposed budget within the stipulated timeframe.
